Rehoboth Beach, DE- Delaware State Police arrested four Maryland women on multiple charges of shoplifting at the Tanger Outlets.
On March 5, 2022, soldiers were proactively patrolling the Tanger Outlets Midway, Seaside and Bayside locations during the afternoon hours. Over the past three months, many factory outlets have been victims of shoplifting where three or four female suspects stole thousands of dollars worth of merchandise.
At approximately 2:41 p.m., a soldier in the parking lot on the east side of the Bayside Outlets observed a black Infinity sedan driving through the parking lot with the rear license plate covered in paper. A traffic stop was thrown at the Infinity as it backed into a parking spot. As the soldiers approached the vehicle, one of the rear seat passengers quickly got out of the car and removed the license plate paper. As a result, a criminal investigation was opened. During the investigation, soldiers determined that the four occupants had responded to Tanger Outlets with the intent to shoplift. The four occupants were identified as the driver, Antonia Risby, 26, of Baltimore, MDand passengers, Adaja Cozart, 24, of Middle River, MD, Jasmine Burgess, 21, Gwynn Oak, MD, and Cemone Massenberg, 25, of Baltimore, MD. A search incident to the arrest was conducted and the women were found in possession of shoplifting tools. In addition, many empty bags from various stores were inside the car. All four women were arrested without incident and transported to Delaware State Police 7 Troop.

Further investigative action linked Risby to three other shoplifting at the Gap Outlet Store, the Victoria Secrets Outlet Store and the Under Armor Factory Store in Tanger Outlets. The total amount of goods stolen in these three incidents was $11,357.01. Risby has been charged with the following crimes:
- 3 counts – shoplifting over $1,500 (felony)
- 4 counts – second degree conspiracy (felony)
- Possession of a shoplifting tool (crime)
- Theft – Retail Organized Crime Over $1,500 (Criminal Crime)
- Attempted Shoplifting Under $1,500
She was arraigned in Justice of the Peace Court No. 3 and committed to the Delores J. Baylor Women’s Correctional Facility on a guaranteed bond of $20,000.00.
